St. Louis COVID 19 Community Resources

Utilities

Ameren:

  • Ameren has partnered with United Way (through the Coronavirus Income Relief Program) and Heat Up St. Louis to offer energy assistance to families. Reach out to United Way or Heat Up St. Louis to get started.
  • All disconnections have been temporarily suspended. If you have already been disconnected you can be reconnected as long as your account is still active even if you cannot catch up on payments or pay the reconnection fee.
  • Until further notice, they are forgiving late payment fees for both residential and business customers.

American Water:

  • Turning water service back on for customers who were previously shut-off for non-payment.
  • They have suspended billing related service shut offs.
  • If you’re experiencing a financial hardship, please call 1-800-685-8660.

Spire: 

  • Late fees, disconnection notices and disconnections are suspended until at least May 1st, 2020 for residential and business customers. 
  • Per Spire: contact Spire if you’ve been impacted by Coronavirus and need help with your natural gas service or bill at com
  • As of now, if utilities are already off/disconnected, they cannot be reconnected until the payment is made.

Evictions

  • Per Sheriff Vernon Betts and the St. Louis Housing Authority, there is a moratorium on evictions in St. Louis (i.e. renters cannot be evicted at this time). 
  • As of March 18th, HUD stated they will halt all new foreclosure actions and suspend all foreclosure actions currently in process; and cease all evictions of persons from FHA-insured single-family properties for the next 60 days.

Transportation

  • Metro is limiting transportation to essential travel only
  • Metro has temporarily waived cash fares on MetroBus and Metro Call-A-Ride. Valid fare is still required for MetroLink.

Food

SNAP/Food Stamps:

  • If your children receive free or reduced lunches at school you will receive a Pandemic EBT card benefit for March, April and May. The amount of money received will equal the value of missed meals. This money will automatically be added to the amount that you currently get in Food Stamps/SNAP, and you can expect it on your normal disbursement date in April. 
  • If you’re not enrolled in SNAP, there will be an enrollment opportunity soon to get these free/reduced lunch-related benefits. 
  • If you already receive SNAP benefits, you can also expect for the maximum amount of benefits to be applied to your EBT card automatically (pandemic-SNAP).
  • Food Stamp/SNAP certification periods will be extended by six months for those re-certifications coming due in March, April and May. 
  • DSS is also waiving all work requirements for able-bodied adults without dependents through the end of the federal emergency COVID-19 declaration.

Unemployment

  • The regular unemployment programis still in effect.
  • If an employer offers sick leave and/or other leave options to address COVID-19 in lieu of layoffs, then a person who quits on his/her own volition would not qualify for UI benefits. 
  • Pandemic Unemployment Assistance (PUA) program is separate from the regular unemployment insurance program, which will continue to operate. PUA may cover individuals who are not eligible for regular and extended benefits, or Pandemic Emergency Unemployment Compensation (PEUC).  This could include independent contractors, self-employed, agricultural workers, etc. Additional guidance from USDOL is required before implementation.
  • Pandemic Federal Additional Compensation (PFAC) – Under Pandemic Federal Unemployment Compensation (PFUC), an additional amount of $600 may be paid on top of weekly unemployment benefits for up to four (4) months, not to exceed July 31, 2020. In order to receive the $600 PFAC, workers must be eligible for regular unemployment insurance or Pandemic Unemployment Assistance (PUA). Additional guidance from USDOL is required before implementation.
  • Families First Coronavirus Response Act (FFCRA or Act) generally says that covered employers must provide 2 weeks paid sick leave at normal rate of pay if quarantined or experiencing COVID-19 symptoms OR 2 weeks at ⅔ rate of pay if caring for someone who is ill, or caring for a child due to school closures..
  • Stimulus Checkswill be $1200 per individual and $500 per child (if child 16 or younger) if income is $75,000 or less. Payments will be lower based on higher income amounts.
